Hello,
I am looking for a web developer that through wordpres and custom woocommerce can replicate the site and the purchase process for viralrace.com or buzzoid.com

A website designed to sell likes and followers, when the customer selects a pack, will go to step 1 where they will be asked for their username.
Then go to step 2 where the posts will be shown in case of likes, you must select the posts where you want to distribute the likes.
Then to step 3 where the payment will be made through woocommerce and the order will be automatically sent to the smmpanel.

I basically need to replicate the purchase process from viralrace.com or buzzoid.com

I have done something similar in the past. However, the site was built on WP + Woocommerce integration for influencer, I have also done custom instagram system in build in php so you can say I have got quite a good knowledge on that.

Just as a FYI, those sites don't source the followers out themselves, they outsource it to other big panels, so you probably won't need to handle the Instagram side of things, unless you plan to receive over 150k in like orders in a day. Otherwise your profits won't look good.
