    Does wordpress need a hosting?

    You have two options with WordPress:

    1. Register and create a WordPress blog at WordPress.com
    2. Self host your own WordPress install with your own domain name and hosting account.

    So for option 2, yes you do need your own hosting.

    Well there are plugins you can use on wordpress does this mean I have to have #2 also?

    Yes. AFAIK you can't use plugins on WP.com hosted WordPress. At least not without upgrading to PRO that's like $99/y or some other likewise ripoff price.

    Yeah, I'll echo what the others said. WordPress.com has almost no flexibility and really limits what you can do. Hosting is cheap these days and prices are only going to get lower.
