make your research on how many people do search in English vs Arabic for you targetted keyword in these locations,
you can do that using ad planner,
for translation, you can translate using some tool like google translate or Deepl, then hire someone to correct mistakes

I would highly suggest hiring someone to help out with AR, since it's https://en.wikipedia.org/wiki/Right-to-left_script and can be very confusing to non-AR/HE speaker.
WPML is deff a must.

Deepl doesn't support RTL languages and google translate is poor trash even for basic translations.
