Hello, Im new to wordpress and such. Everyone tells me to make a ton of niche sites with wordpress so I can monetize them which I'm working on it.
-Do I need to buy a domain or use the free wordpress option
-To monetize I need to be able to place ads by plugins right? Does this mean I need to pay the premium 300 dollar fee?

You can use a free wordpress site if you are on a budget and it's a small site. If you're trying to brand the site and create an authority site, buying a domain is better.

For ads, you may need a plugin, depending on what type of ads you want to add. If you're just putting in affiliate links, you shouldn't need one.

Start slowly with just 1 site until you're familiar with Wordpress. Best way is to buy a domain and hosting if you're intention is to make money. Use the free WP sites as web 2.0s. Don't pay the $300, you don't need to.

Buy domain and hosting.. Wordpress.com is blog, and you can't use all money making method (example: Adsense)

Been through this for a few years, had sites, lost them to G updates, have more, they are going well.
Firstly, don't waste your time with free hosting or free wordpress installations.
Your affiliate links won't be able to be cloaked or put into nice banners as you could with a real domain.
So get hosting, don't be cheap, you need to invest money to start.
$10.00 a month for host gator. $70.00 will get you a niche niche site built for you on BHW. $20.00 will get you your niche/main keywords.
Build your first site, just so you learn WP, but go ahead and outsource production of the sites and keyword research.
This iwll give you more time to spend on SEO.
And SEO is the problem, not the sites. Sarkar who does the Sherlock SEO package has delivered amazing results for me.
You can use one of his $99.00 campaigns on three niche sites, see how they rank, and them pump them up a bit as need be.

Oh, forgot to mention.
Flexsqueezepage has been the best theme ever for my wordpress sites.
So you'll have an investment like this:

Tools -
Flexsqueespage: $100.00
Azon plugin: $40.00

Each site -
KW Research: $20.00
Site creation: $50-$70.00

Monthly Cost -
Sarkar SEO: $99.00
Some fiverr gigs: $30.00
Hosting on host gator: $10.00

That monthly campaign should cover 3 niche sites.
Each site should turn around $150.00 a month on average if they are micro niches.

As others have said OP, start one site and work at it. running multiple sites is time consuming and you cannot give 100% to build them up.
Do a blog on what you enjoy and know about, build a user base and have fun!
You do need a domain name and some hosting, plenty of cheap hosting out there.
You can monetize with adsense, Amazon, Ebay etc.
Not too sure why you are saying you need to pay a $300 fee though, virtually everything to do with wordpress is free, some premium plugins you pay for but to start just go on wordpress.org and look at the themes and plugins. free on there

I would take some time and really read up on some of the bigger threads here first. If you're serious about it getting a domain and hosting is definitely required but there are plenty of free themes on wordpress that get the job done. Keep your mind open for ways to monetize your site other than just running ads.

You can set up a free WordPress site and then monetize it through Adsense. But taking in consideration the long term benefit. I suggest that you buy your own domain and hosting.

Having your own domain and hosting makes your site more professional and it will be one great factor for your website to be easily approved by Adsense. Don't forget the great content though,
