hello guys,
can anybody recommend a tutorial to develop wordpress plugins ? and how to host them on wordpress plugins directory ?

Have you tried watching Youtube videos, you can shift easily if you are aware of PHP language.

Check out YouTube, there's a great tutorial by codeacademy, just type in wordpress plugin development tutorial.

There's a great number of plugin related resources on wordpress website. Also a bunch of wordpress tutorials can be found on tuts+ website, try searching for 'em.
