Have tried and failed to find a plugin I require for the advancement of my blog.

I am now considering hiring someone to develop this specific plugin.

Do you have any suggestions about the hiring and development of a plugin for Wordpress?

What should I have in the job description to same me time and money?

Is odesk, fiverr or somewhere else go to and connect with these types of contractors?
