Wordpress or Web design offline?

Is there a way for me to build and design my website on wordpress before putting it up on online; before I even book my domain name and and purchase hosting. I would like to prepare and get a good feel, before getting started with hosting, seo, and etc..

Yeah, install xaamp. Connect it through Dreamweaver. Upload the theme to Dreamweaver. Look it up on Google/Youtube. There's videos on it.

Maybe for something small but I am confident all successful designs are done by actual designers with CSS skills, not Dreamweaver UI controls.

good and pretty good to me,
I am a professional theme developer for WP.
It is possible .
 
You could just drop another directory on your existing host and then migrate it later.

Also, I'm running a promo on my hosting for $0.01 for the first month is that's enough time for you to get up and running. PM for details if you need it.
 
install xamp, install wordpress, set the whole website, then get backup WP plugin and create the whole copy. Move to your domain/hosting plan later and install it there
