Create a directory in your site and install wordpress to that directory.

From your main site simply add a link to your new blog once it's ready.

Beyond this, you are going to need some technical help from someone you may have to be willing to pay for.

You make a custom wordpress theme with your HTML layout.

I can do it for $100, I've done it a million times. You can probably find someone to do it for cheaper though, search elance or rentacoder.

Isn't as easy as stripping the html and putting the wordpress in?

Pretty much, but it's a little more complex then that.

Read http://codex.wordpress.org/Theme_Development and you should know enough to get you started.
