What is the going rate to have someone make you a template? I could really use one with some very basic stuff, but with the ability to have about 3 different versions.

Affordable would be a better choice of wording. 
I suggest checking into Themeforest, check out designs you like and contact the artist directly about doing a custom one for you.

What do you mean by "cheap"? and what "quality" are you looking for?
If your budget is under 100usd better get a template from themeforest or template monster. But if you are really looking for genuine quality better hire a good designer, but you need to shell out mroe than 100usd. You get what you pay for as they say.

Hey, if you are looking for cheap there are lot of free wordpress themes out on the web so you can find one from there.
I can create a design for you if you interested by design i mean only PSD so afterword you will need someone that will code it i can do that for $35.
