not as far as i know
but there are tools that tell you the theme & plugins a WP site uses
from there you will have to use your specialized skills to manually clone

There are few ways to do this:
1. Rip it.
2. Proxify the whole site through your own domain.
3. Buy a script for partial cloning.
4. Get access to that site

I mean, there's Clone Zone (it's not a plugin), but it's probably not what you're looking for.
