I make videos, but they're just short clips, somewhat like vine videos, probably about 15-30 second videos. Should I buy regular or high retention? I heard that regular views at least 30 secs, so wouldn't I receive 100% retention without having to buy high retention views? Or should I not buy anything and just use SYV or some other kind of view exchange site??

This is completely contingent on the supplier of views. I believe BigBuddy offers more than 30 seconds on his regular views so that would be, in your case, 100% retention for a cheaper price. Just ask the provider and they will give you more information.
Yes, It is also expensive but it is helpful to do a great Job.
