DA and PA is a metric created by Moz. Should only be used for reference in my opinion.

At the end of the day Google decides what they want to rank.

It's just a metrics and is different from search engine rankings. But if you want to increase your DA then you have to build quality backlinks, get good traffic to your site. Improve the site linking and link it to high authority sites.
