Withdraw funds from Paypal?

Hello, in a bit of a pickle, I have two PP accounts, both are USA.

One is limited but the funds are available to withdraw, the other one in good standing.

How can I withdraw these funds if I'm not in USA, I've tried adding other cards but it's not letting me!

Any help appreciated!

As I know if you have PayPal account you can withdraw you money via us bank account for us based account ,or via credit card for normal account
