Windows Machine + VNC

Hello, I am trying to connect to a windows virtual machine from oracle using VNC ( realvnc or novnc ), I need simple steps without having to install or paste any keys or anything.

PS : I need to connect with the machine public ip and not local host.

PS : plus point if u can show me the stepz to do that on any cloud provider.

In panel there must be option to see console. Ask their support team.
