will youtube remove video with just a static image?

I want to make a promotional video for youtube.
the problem is, I dont know how. I have no camera, no microphone, and no animation skills.

I can't hire anyone because I can't afford it. I looked at fiverr but nobody makes what I need for $5

the only thing I can do is make a video with a static image and music in the background, I would do this using windows movie maker. now I am just wondering, would such a video be viewed as "useless" and get removed?

I highly doubt YouTube would remove a video that's just a static image. You sure you can't find anyone on Fiverr?

I think I didn't look enough, I just searched for "promotional video" and the first page didn't have what I needed.

It's not YouTube's choice to whether a video is removed or not, it's the publics choice. If your competition want you down, then they'll take your video down.

Nope it won't... there are lot of music "videos" with only a static image and a song in the background.
