Will Vcc works for Indian Paypal ?

So here's the deal :

I have a bank verified indian paypal account .Which i have been using just for withdrawing money as i cant send money through it .
I don't have a credit card . So My question is - If i buy a Paypal VCC and link it to my account , am i able to send money through it ?
