I have a blog which gets 1 new article each month. Can I take this article and publish it on 10 web 2.0 properties pointing back to the article? Or maybe just a part of it using <blockquote> ?

No you can't do it because it will then become article spunning or duplicate content and that is why penguin update hits 75% of websites.

You'll probably get varying opinions on this, but in my opinion it is best to use a separate article for the web 2.0 sites and not one from your main site.
