I'm a 17 year trying to gather some cash for university
Step 1) Reach out to local businesses who do not have a website + Gmb(not verified)

Step 2) Sell them pre made websites using elementor or divi (3 hours max ) use a light theme

Step 3) After they have a running website pitch them to verify their Gmb and optimise it regularly and ask for a monthly fee and show them stats and graphs

Step 4) Pursuade them to give monthly retainer for Gmb or they'll loose all this traffic
or you'll delete their listing ( a bit Blackhat)

Concern - I'm not sure how to pitch whether showing them pre-made templates and stats or just website benefits or ppt

Please do provide your suggestions or thoughts or improvements I am yet to make Money online but instead of asking for easy 10$ threads I'm looking to provide value

is started the same way, then upgraded to adwords instead of manual approach. works good, cost me 35% of income in adwords (cus pricey) but quantity is important.

You sold them whatever website? so sell them a monthly seo package or a monthly consultation package or a monthly "I call you guys and give you data abotu ur website" package

find a service they need and give it to them
 
That's a great way to start earning money. It's very lucrative as most companies wouldn't be interested, but see how many customers you get from reaching out.

You can run into trouble and you will find competitors pretty soon from your local area.Can work for a year or so to get enough for your main start up but you cannot bank on it.

Host their site on cheap hosting, charge them for hosting and maintaining the site, their site not existing without you is a compelling reason to keep paying you.

After pitching them about website we need to tell them that they'll have to pay maintenance fee for whole year

The first thing I suggest you do is to research and identify local niches that have opportunity for a new lead gen site/GMB. Normally, the higher the cost of the product/service, the more competitive the niche will be and harder to rank fast. If this is your first time, find a niche where orgnaic SEO is weak and there are no spammy GMBs. Build out a quick site, even pop up a GMB for it, and once the leads start coming it will be very easy to approach businesses as the conversion would be... hey, I'm a local lead generation specialist and I have high quality leads for .... in your area. I'm looking for a business to partner with and send these leads to, in fact, I would be happy to send over the leads to you for the next 2 weeks/month for free so you can get a good feel for things.

I remember being in highschool building sites for local businesses, it's a great way to get paid while learning how to market online and gain valuable experience working with business owners.
