Hi, hope you guys doing well healthy and financially..

I would like to ask you one thing regarding SEO please.

I have a website that's already ranked and has decent traffic coming in to it. But I wanted to change the design of the HTML and CSS without changing the existing content (text).

Will that affect my ranking?​

First 2 week probably this will down after that if google love your new theme then you will get better results for future imo. Because I did that 2 times on different websites that's what I experienced.
 
It has a potential to impact your rankings.
Usually, when you make changes like this, it's to improve the site/certain page overall, which you may see your rankings increase when it settles down
 
For one of my website i started with using free theme.
After few months i changed from free theme to paid theme and i saw improvement in rankings.
 
Very recently I faced a dip in the traffic of one of my blogs when I changed the theme. However, it bounced back in a week. You can expect the same. Make sure it has a clean code. Use a good font and readable text size.
 
Absolutely it's change. It will have some dip but after 2 to 3 weeks it starts to progress. Probably one month but i am not sure about that.
 
Once your theme got accepted by google everything will be back to normal, wait for the time ranking gets back and you can start adding content to expect more traffic.
 
I literally a week ago entirely redesigned my WordPress site. I removed the old theme, installed a new one, and customized it with custom CSS and stuff. I took the site offline for one day, once I finished with the new design, I removed the sitemap and resubmitted it. No change at all in terms of rankings.
 
Don't worry, You will see some dip in ranking for a while. But it will revert back to normal. Try not to change your content and keep it intact as it is.

What will affect it, though, will be the usability and design of the site; it'll still need to be fast, readable (on desktop, mobile, etc), and not have the content jump everywhere etc.

Standard rules will still apply but merely changing something on your site doesn't hurt. Change is usually good unless you mess something up (which can easily be fixed anyway).
 
It will certainly effect but don't you worry that would be for short time ,In the long run it would gradually result in the growth of your website in terms of traffic and rankings .

Even if the content remains the same, it will affect your current ranking. However, it will recover soon.
