The question is like asking "Will a hammer still work after Dutch Elm disease"
The RIGHT links in sufficient quatity will still win 19 out of 20 SEO battles.
It's just that "the right" links is now slightly different in definition than it was a week ago in terms (most likely) of variation and surrounding content quality.
But overall this is just another "baby step evolution". It's not a revolution

Monitoring a lot of serps for clients and mine - and most of the terms that got hammered had poor anchor variations or were too concentrated with anchors that were either too high % of exacts or real close long tails.
So far the images Im seeing of serp graphs leads me to believe anchor variation even more important than ever. Penguin 2 has a hair trigger - even though she seems to be a kindler gentler kind of bird than her predecessor.

Learn how to rank a site manually first. Automation tools should be used to automate that manual process and mimic it as closely as possible. Just because automation allows you to go 100x faster, doesn't mean you should.
Instead, use them to help you scale by allowing you to work on multiple sites simultaneously.
