Will NoFollow affected SEO in 2023 Google SERP?

Nofollow links are not a Google ranking factor. Their function is to tell search engines not to add additional weight or ranking. So using nofollow links will not affect SEO in 2023 Google SERP as they do not pass PageRank and do not impact search engine rankings.
How about the link juice? and do we still need "nofollow" the outbound links?

Nofollow links are only good if they come from high authority sites because it would increase trust for your website.

Do not worry my friend, no follow links are still important if they are coming from a good authority domains. Moreover your websites backlink profile should be a good and balanced mixture of D0-follow as well as no-follow links. Only then it will look natural.
So just go ahead and start building the links (D0follow as well as nofollow) without hesitation.

Nofollow are good if they can drive referral traffic but not good for increasing your site's authority.

They likely have contribution but should be extremely small. They're links that Google doesn't ignore but it equally doesn't rank sites because of them.
In a nutshell, they won't rank your site but Google certainly have other usefulness for them.

Google considers Do follow links a vote of confidence and trust. So, it is a ranking factor. On the other hand Nofollow links are not a ranking factor.
But it doesn't mean that they are not important for ranking. Nofollow links are very important for diversification.

No follow links are only helpful if you get traffic from these links. Also, no follow links doesn't help your site to increase authority. So nothing happen with these links to your website.
