Will Instagram discourage short-form Reels?

A friend of mine saw this popping up on one of his recent reels on an account he just started fresh. The reel has 5s and this popup is saying it might affect its reach and it's encouraging 30s reels

Personally I never liked the trend of these 4s Reels because I love to actually put in the work to create a real video and not just put up some text and call it a video because it moves for a few seconds. Also from Instagram's perpective it could make sense, since they might get more meaningful metrics from longer videos in terms of behaviour analysis.

What do you guys think about this?

Me neither for my own account, also relatively new. A friend sent me this screenshot and I was wondering if other people are getting this message as well and if you think it will have any impact on the future Reels landscape.
 
Probably its because a new account and IG gave it a suggestion thinking its a newbie. And a reel should atleast be 10-20 sec, 5 is too low.

The duration of 5 seconds is too short, is it enough to reach viewers?
