I don't see a problem with it mate. Unless you post something against the FB T.O.S you should be fine.
 
I Don't know why you feel its against Facebook TOS .Facebook is usually strict against child porn,bulling and pornography.
With rest of the issue they don't really care unless they are reported in large amount you are safe.
Not only this you can never say you're safe with Facebook TOS they keep changing it and if they want to delete or un publishing your page they would do it without prior notice and if they think you violated they would just take your page down nothing more than this is going to happen.
 
You should be fine. There's plenty of "Deadbeat Dad" pages out there, so I'm not sure how this would be much different. You might want to read the TOS closely and make sure you don't violate anything with any of the content you may post, but other than that, the theme itself shouldn't violate anything.
 
Your only problem might arise if people start posting lies or start mentioning the children's names.
If any child support cases are going through the courts this may also cause you a problem.
 
At first look it's ok, but it seems like the whole page is made to bully one person: L. Powell.
She's the only one here and even page thumb is her picture. So, you need to find others fast. :)

How did you know they were fake likes
 
If it is a bullying page, it will be whacked eventually...As far as getting into any trouble...I wouldn't worry about that.
