So I know using videos without commentary or any kind of edits will probably get a channel demonetized but how does it work with images?

Is it the same or is Youtube more lenient when it comes to using images that do not belong to me?

I have an idea for a channel, but I'll be using lots of images that are not creative commons and each image will be shown in my videos for 5-6 seconds.

Would this fall under fair use?

"fair use" is not 100% related to monetization.. in a lot of cases, you can receive copyright claims and get monetized.
will you comment on those images? if no, 90% you will get demonetized.

It’s going to be an informational video with text. I suppose I could do a voice over but it would be out of place for this niche. Guess I’m going to test it out and see how a voice over works with the video.

without commentary or voice overs, It may not be monetized at first place. If it gets, YouTube may demonetize it any time. Try to add voice over. You can add voice over after 1 to 2 minutes for one to two lines. But you have to have it.

i didn't know that you should have it with commentary or voice overs. good to know that!

Copyright is the same for images or video. If it gets reported you may get demonetized.

Also the copyright owners can demand compensation if they feel you made $$$ from the images.
