Will I do full refund in this situation?

I send a package to a customer in the USA
and the carrier clearly show the package delivered
but it seems the package was picked up by another,
and the customer does not get it,
should I do a full refund?
customer directly report me on PayPal
 
If this order was from Amazon
Call up, bitch and cry
then tell them a sob story on why you need that package today
then request a refund so you can buy locally at 1.5x price more
and they will refund you ;)

Call the carrier and ask for a trace receipt and verified/stamped by the carrier

the customer already open a dispute on paypal and ask full refund
 
I have faced many disputes on PayPal and won them showing the carrier ticket with tracking number and the proof that the package was delivered. It doesn't matter who received it.
 
If the article is not expensive, I would refund it as a proof of good faith. Otherwise, something else must be arranged.

Very important, as others are saying, you have proof of delivery. That is what matters. Many of those customers that are very quick to go to PayPal, even like in this case where it is more than obvious that it is not a problem with the seller, are mostly looking for free stuff.

For future cases, make sure you offer shipping insurance as an option for a fee. If the customer does not insure the package, then it is the customer's responsibility if the package gets lost in transit.

Also, as soon as any package is shipped, always go back to the transaction details in PayPal and upload the tracking number to PayPal by clicking on "Add tracking info". That way any future dispute will be faster to resolve. I am pretty sure you already know it, but just in case.

Considering that it was a physical product shipped and you mentioned the same address for shipping as the shipping address provided by the buyer and you have proof of delivery (no matter who may have received the package), as far as Paypal is concerned, you are safe even if the buyer raises a dispute. So, please do not just blindly give a refund.
 
It seems to be a fraud. How come that some stranger could accidentally pick up your customer's package accurate when it was delivered? PayPal would be on your side, I believe
 
are there any delivery people who come and deliver to your customer? check information of the person who successfully delivered the package
 
Based on the cutomer's feedback and description in the dispute, you should already have some idea of whether it's a fraud or lost package. The Paypal should side with you if you have everything correctly in place. If the customer is a repeat offender stealing freebies from sellers, then Paypal should already have sufficient information about it.

While being good guys, many people here suggest to refund you, I should add that there are many guides that teach scammers how to steal from people like you and getaway with it. These scams happen mostly with electronics like Laptops, mobiles, TVs etc. So, you should think of both these cases before giving a refund. I wouldn't suggest anyone to feed these scammers.
