I had pages ranking decent even though they were 100% duplicate, but, for your safety, you should make sure it's "unique" in the respective language.

No, Google won't.
Unless there's the original owner files complaints against you. This happens if both articles are in English and one appears to be obviously copied.
Moreover, am not sure Google actively looks for copied content to penalize. An authority website will outrank you with your very own content/article.

as long your content is unique then And author of content didn’t make any claim then no problem go ahead with the content.

That trick had been shared here before. Use it while it lasts. The search algorithms are getting smarter every day; soon they will be able to trace the original post. I have seen cases where content passes Copyscape, but google doesn't index it because it assumes there is better content out there.
