Hi BHW,
Will buying traffic to the website help with optimization of the website for the search engines.I wonder with so many traffic sellers around.Will it have significant effect on PR and SERPS?

Mostly build links, at a moderate pace and thoughtfully. Buying good quality traffic might get you noticed, a bit, and some sharp web owners might post your link. Mostly, build a few links everyday. It adds, with time, and sometimes you get luck. Go forth and link.

Buying traffic is 95% cosmetic but should help Alexa ratings there are other benefits but they are limited

I also buying traffic. It's really helpfull to dicrease your alexa. If you dicrease your alexa then you will rank your site easily.. because google is also depending on alexa rank.

i will advice you don't buy traffic, create some high quality backlinks that's good for SERP.
if you want rank with alexa check this

Put an Alexa rank widget on your blog.
Write about Alexa and post in your blog or website.

buying traffic is not good at all.
traffic seller usually give traffic from PTC, ******, etc that only open your site max 30 s
