Will an offshore VPS be slow?

My main issue is that I want anonymity. For some reason, within like 4 days my website was indexed and all updated pages were displayed on google through hostgator.

All my main traffic (99.99%) will be US/Canada.

I was wondering, if I get serveria.com VPS in Latvia, would the site take longer to load or generally be slower? I prefer an offshore host for the anonymity, but I wouldnt want slow connection. The site isnt really bandwidth or content heavy. There is no videos or ads, and its very simple and lightweight. On top of that, would this offshore host cause issues and cause google to take a long time to index the website?

These are the VPS specs based off Latvia

Xeon 5620 2 cores
1GB Ram
 
I have found that a single connection will be capped at around 240KBps (or 2 Mbps) or something, but when you have 100s of connections you get to use your 10 or 100Mbps connections fully.
 
there's no such thing if you choose reliable company. my website was down for a couple of days and I just moved to a different server now it's a big differences, never shut down and it's completely safe. So if you want to check them out, search xrumerhosting. It's bulletproof so u can do everything, no worries.
