I’m planning to start a website targeting social traffic with AI content and setting noindex for most pages. In this case, will I still get approved and display ads correctly?

Aged domains are approved quicker than new ones. I am suggesting that you buy aged domain and setup your new website from there.

make the noindex pages private untill it gets approved, after that you do whatever tf u want

remove the noindex tag, and submit it to adsense, once approved add back the noindex tags
