Will a VPN work for me?

Basicly I will be using it to log into facebook (advertiser account) and a new paypal... I need the same IP for probably a year... So I will be purchasing every 3 months or so.

Should I go with a VPN or proxie?

Get a proxy.
That's much easier to handle and exchange than a VPN.

Only use a VPN if you're from china as proxies have problems getting through.
