But this type of links usually get deleted after a year (maximum)
 
You can pretty much tell by the '/files/webform/' in the url that this page has been uploaded via some webshell or exploit and isn't meant to be there. So whilst a link on the page could indeed be beneficial, it's doubtful there is any internal linking to it, so it'll have to be indexed like any other orphaned page. Plus you're at the mercy of whatever admin is monitoring the site's file system and whether they notice a filename about indian clothing on a site about molecular and quantum science.
 
yes.. edu links are actually very valuable for authority.. hence valuable..
but usually that links are updated by admins or update in their site..
mostly after a year ahrefs shows "broken links"
 
looks like a good link to me (it's d0follow, it's contextual, and it's an .edu link).

But I'm not an expert SEO, so I might not know the full story. If I were to get a link like this I would immediately jump on it, but @Steptoe's points are also valid, so I don't know the final verdict :)

But I would definitely get a backlink like this (I'd point it to my tier 1 links, though)
