Will 301 work for Bing Filter ?

Recently I got filter on domain for canonical tags, I correct all errors then I submit tickets to Bing Support, after 2 weeks they informed me that website doesn't pass their guidelines (backlinks most likely), I had this domain in Bing for 2 years.

Now I'm thinking if 301 will work and if I can save any work done for this domain... If not what would be best approach to again be in TOP10 for chosen keyword (EMD is working for Bing ?)

I have several paths:

- 301 to new domain
- backlink on every page of slapped domain to new domain
- new domain - new tier1 and 301 to one of those tier1 domains + tier2 and tier 3 (tier 1 - manual backlinks around 20-30, tier 2 SeNuke, tier 3 Scrapebox/Xrumer)



Also how's about Google ? I got filter on this domain in 2012 :>, I were thinking if that would be possible to put it back to google along with Bing ? (I had TOP3 on Google back then).

I haven't been doing SEO for over a year.

Please advice me :)
 
When you say you 'got filter', do you mean your site got slapped/deindexed?
