WIFI Portable broadcast HELP

Sorry if i post on the wrong section but i want to start a bussiness i need some help/tips

First of all i want to start an transport bussiness and i want to config an portable wifi with sim card or phone i dont know wich one is better
i want promote my transport website via wifi and i want config capture portal

For example : I have to deliver stuff on all France and i want config my portable wifi on my truck, when someone conect to my wifi he/she will be redirect to my website and complete some survey (with capture portal)


my questions are
1. how to config portable wifi ? Work with sim or phone ?
2. how can i setup my capture portal to my website
3. what i really need for that ?
