How would I go about setting up a free WiFi hotspot that cover the radius of a small neighborhood?

I think it would depend on where you live but I would start by calling my ISP and asking them.
 
some wifi has multiple antenna.

Let’s take Houston for example.

Would I need multiple routers to cover the entire area or just one?

I have a script that display video ads in exchange for WiFi connection. I’m trying to figure out what is required to allow as many people as possible to be able to join.
 
I assume you're doing this over a residential ISP? Don't expect it to last more than a few days before your account gets permanently blacklisted.

If you're doing this in a business where people have to be on the property to get the wifi, you should be fine, since you'll be using a business connection.

On a side note, offering free ad-based routers (linked to your ad account) to businesses was surprisingly profitable back when wifi was "magic" and autoconfiguration didn't exist, but I doubt you'd get many takers now that everything is plug-and-play.
