Wierd optin form on BHW

I press the "new posts" button many times a day when I'm bored at work.
Just now a wierd opt-in page popped up that I have never seen before.
Is this normal or am I getting some kind of redirect?
I have attached the image.

that happens if there is a timeout etc on the page, nothing to worry about
