It's a video scribe whiteboard software. There are many of them around the web, just google it

I Also Believe it is Adobe after effect, it has options you can use to create such Videos.

Adobe after effects requires a lot of time and experience. You will not be able to reproduce this so easily. However, Videohive (a template website) has everything youd need.. This template is probably used from there. Cheap prices.
