Wordpress is difficult to scale. HTML seems to rank better in terms of SEO.

Especially easy to wrap your navigation in navigation divs in HTML for that added tiny bonus (why doesn't any WP theme makers do this?!)

I have not seen a difference really. I believe most people go to Wordpress for convenience more than anything else. If a person is building a fast site, they simply use a free theme, buy cheap hosting and can get going in minutes.
