Black hat tactics, or in other words SEO behavior that is typically penalized by search engines, offers a different (and many times faster) route to the same end result which is getting your website to appear in the top spot of SERP's.
While not all SEO's would agree, using black hat tactics are effective in the short term but are not a good long term strategy for ranking well in search results. Those that use black hat SEO many times find that as soon as search engines modify their algorithms to combat "gaming" of the system, all the work they have done gets torn down.
It is important to note that (like with most other things) there is seldom a black and white divide when it comes to SEO tactics. Some may be seen as falling in a grey area where as some tactics are outright unethical. When deciding which tactics to use, think about your ultimate goal and how hard you want to work to get there. If longevity of your website or perhaps remaining employed depend on ethically sound practices, maybe you should stick with white hat SEO. If these things are not important or relevant, maybe black hat would work for you.
