Why some account are incomplete on the web version ?

Do you know why some account are incomplete on the web version ?
Some accounts have only 3 icons on the top right on the web version.
The link https://www.instagram.com/direct/inbox/ doesn't work on them.

It depends on the user agent, if it's a desktop user agent they look different from the mobile
