Why pharma, viagra considered spamy?

I mean, people who look for different pharma products want to see a good review or even buying it.. isn't it normal to have sites about it?
why sites' owners don't want to link to it?

Viagra for instance, is a FDA approved medicine by reliable 'Pfizer' company, why would this considered as spam?
 
The reason its consider is spam, is link spamming,hacking sites to get links,hacking sites to show their sites in iframe done by viagra site owners and affiliates etc. Its just what i think.

May be there is other reasons too.
 
I think it's normal, if someone does not give advice to buy Viagra
 
Because they were spammed to death from the beginning by marketers.
 
Google lost $500 million dollars allowing Canadian pharmacies to sell drugs in the US.

If you sell drugs, you've got to be a US registered pharmacy. If not, Google isn't about to pay another half billion dollars just so you can do SEO on pharm products.

Google has higher standards they follow for considering sites as legit if they give medical advice or sell pharmaceuticals.
 
Because you can't sell it on your site(unless you're a registered US Pharmacy), so the sites that are targeting that niche are often illegally operating.
And as @phpbuilt referenced, the Google settlement set a clear line in the sand, that sites that advertise illegal services, can/are liable for that, which is why Google settled for half a billion dollars.
