Why no one is offering reddit comment upvotes? or its very expensive

It's hard to provide a reliable upvote service. Reddit has some decent measures in place by now.
Plus, it's hard to give reliable numbers. Customer would buy 100 upvotes to a post but redditors would downvote it to 0 and there would be no way to know if the seller actually provided the service or your comment got downvoted to hell.
Posts can't have negative karma, that's why. Also less moderation effort by Reddit's automated systems.

with the new system to ban accounts seems difficult, it seems that doesn't matter what you try the always detect you, and I just saw a post here that someone got banned from reddit for upvotes manipulation so, if you find a services there is a chance you might get banned, better be pattience and let's see if someone comes up with any idea.

A reddit post can definitely be downvoted but - can the percentages can be seen which does make it easier to make sure your service was working properly although that's not the reason, once you learn how to make upvotes stick there's no difference really.
the issue with comment upvotes is they are harder to have register (same with post downvotes and comment downvotes) so - it takes more work to find a working solution.
I just want to add on the upvote manipulation part, that has connection only to the upvote provider. I haven't experienced any bans with over 30k upvotes being provided daily

Yes comment upvote is great method. I hired coder to made a tool to do this task three years ago.
Yes. It is so difficult to do this at reddit.

I agree with this, I've used (not currently using it) a service provider from BHW in the market and they have been very reliable, my account has never been banned.

comment upvotes are good to get an affiliate link higher up, thats what I would use them for.

You dont need to pay SMM panels. Some ot them using Addmefast in backend
Create a a free Addmefast account. There is a lots of bots for Addmefast on Github. Dump all your points to Reddit Upvote. Voila!
They will look more organic as they will come slowly over time.

The reason is it harder overall to upvote comments than it is to upvote posts.

There's also the problem that - lets say they want a bot purge.
A random customer asks for 100 upvotes on some obscure post in an empty sub.
they look at the upvotes, and they know which are bots..
