It is to prevent people from buying accounts with a couple posts just to spam the forum.

Why such hurry? You don't even know anyone so intimately as to privately talk to them!!!! Just.... Wait for your time to come up. The rules are not the problem, such (selective) member's true intents are. Fifteen simple posts were and are never a problem for 99.9999 PC members (normal members, I.e.), so why are they for you guys?

almost every forum has like 10 or 20 minimum so this is a good thing to keep spammers out with their bots
