Why my comment is not at the top 2019?

I write comments on other channels and get the highest likes and after half an hour it becomes the last comment

What better way to have my comment at the top all the time

Sounds like YouTube is punishing you for spam-like comments. Did you check in incognito or through a VPN to ensure your comment is truly dropping?

You might be commenting a little too often. I would honestly just keep it up and YouTube will notice it is normal activity after a while.
