Why link farm websites are not ranking in SERP?

I saw some link farm websites, with thousands of referring domains backlinks, thousand of articles over 1000 words, and they have traffic only 100 - 200 views a day.
These sites have some internal linking on some of their articles, and have all the articles in the same niche (a broad niche).

Why are they not ranking? Were they manually penalized by Google? Is because the high number websites they are linking to?
But how about the legit websites linking to good sources?

Because they're link farms; sites built for the purpose of selling links.

Bulk of those links/referring domains they have were built to boost the authority scores of those domains. So Google is aware of some of these tactics and some of the links themselves aren't good quality.
 
SEO is all about different ranking factors & backlinks are just one of those.

The problem with link farms is they only have backlinks box checked from the list of SEO factors.

On top of that the quality of backlinks is also mediocre in most cases as the backlinks are meant to inflate SEO metrics.
 
Google does not rank such sites because they violate its rules.
 
Google discourages web masters to use link farms. You can still rank them if you are every smart with them but in 99 % cases traffic will be less than 100-200 pageviews per day.
