Why is this channel not getting views?

Hi,
I want to start a YouTube channel in the celebrity and Gossip niche. I found this channel that has 650K subs while getting not much views

What's the reason for this?

It's likely that the subscribers have been bought. A usual tell tale sign is the view to subscriber ratio.

I was thinking the same. It is not realistic for a channel of 650k subscribers to get only 1000 views per video.
