Why is proxy not enough?

What kind of proxy, this is the 1st question. For OF, as well for SMM, mobile proxies are the best ones. Welcome!

Yes, for OF, but why do people buy multiple phones to do it , and not use just PC + proxies ?

PC + proxies = not good enough proxies, and the ban hammer is over the next corner. 4/5G mobile proxies (can be made with phones/dongles) are the diamond ones.

Proxy quality varies wildly. Also kind of proxy, private or not, residential etc
