Why is my CPC so low or is it normal ?

In this case, I will recommend you to reduce the ad blocks number (choose the best location that bring you the most number of clicks and keep the ONLY one).
The reason for low CPC could be:
- Your own keywords / lack of advertisers
- Too many ads blocks in the same pages, so people may click on low CPC ads. Less number of ad blocks mean the highest rate ads will be shown first for people to click
