Operational cost is probably not that much for Maintenace and upkeep.
Google are notoriously known to kill off projects that are in not raking in enough $.
So, it's probably safe to assume they are breaking even at the very least.

I think it's still profitable for them, many newbies still use Blogger

Blogger obviously pays off so that's why they're keeping it alive.

A ton of data is hosted with them. They can't just shut it down, will be a logistical disaster.
