Hi I would like to answer to private messages I got from other memebers but because I dont have 15 posts I cant.

I understand your rule but could I be able to reply?

its to cut down on pm spam from new members
NO the rule wont change, no begging no asking no anything
will change it. if u cant make 15 posts to send pms u shouldnt be here

You can't message someone but i guess you can reply to someone PM.

As mentioned, it's done to prevent users from just signing up and spamming members as most other forums do.

You will be able to PM members once you have reached 15 posts on the forum. These must be high quality though, as if they are trash, you will incur an infraction. This prevents or at least minimizes spam.
