Why I can not plus friends?

If by plus you mean add, it's because you can't add 1000's of friends a day. You need to do it slowly to keep your account safe.

Also If you sent many request & most of them are declined or not accept you as friend then FB can ban you for 7 days or more depending on your activity to send request.

Is it a FB page or a regular personal FB?
For regular FB accounts you're limited to X friends. Pages are not limited.

Personal FB,I have not add friends for two weeks.
